The 10.91 example worked as expected. The 11.3 was not shared correctly and thus not effected.対処法
- Publish the data directly to ArcGIS Online as a hosted feature layer and enable export for the data.
- Create an ArcGIS Hub site in Portal for ArcGIS and add the data directly to the content library.
