An ArcGIS Open Data site does not support the hosted table service published from ArcMap.

対処法

1. Go to <a href="http://arcgis.com" target="_blank">arcgis.com</a> > My Content > Add Item > From my computer. 
2. Check 'Publish this file as a hosted layer', and select 'None, add as table' under Locate features using. The CSV is uploaded to ArcGIS Online, and a hosted table service is published. 
3. Share the hosted table service to Everyone and the Open Data group. 
4. Search for the table in Open Data site. It can be found as Tabular Dataset.
