This is resolved in the updated Portal for ArcGIS 10.9.1 Security 2023 Update 1 Patch released on May 16, 2023. Please download and install the new setup available at https://support.esri.com/en-us/patches-updates/2023/portal-for-arcgis-security-2023-update-1-patch-8095. It is not necessary to uninstall the original patch, as the new setup installs and replaces it. This bug only affects version 10.9.1 of the Portal for ArcGIS Security 2023 Update 1 Patch. This defect is addressed in the Portal for ArcGIS Security 2025 Update 1 Patch.
