対処法
This is occurs because the URL/token generated from the Customer Care Portal has a limited life, when the download manager attempts to re-access this from the user's desktop after the token has expired they will face this access denial.The workaround is to go back to the Customer Care Portal > Downloads section, and re-download the file. The Download Manager will launch and resume the original download.
