Admins in the Portal for ArcGIS organization are unable to share items with groups they are not members of. However, they can still unshare items currently shared with these same groups.

The behavior for members assigned the Administrator role when sharing other members items has evolved over the last few ArcGIS Enterprise releases. Administrators can only share private items owned by other members to groups that the item owner can contribute to. Administrators can share public, or organization items owned by other members to groups that the item owner or the Administrator can contribute to. This behavior is as designed; Administrators can remove items from groups, regardless of their share level or the Administrators group membership. However, there are restrictions on when Administrators can share other members items to groups.再現の手順
