参考情報

This behavior is a known limit and caused by the detailed geometry in this data. Since we are limited by the WFS specification in output data format types (i.e., serving features in GML or GeoJSON), some of the features with very large geometries take a long time to send/receive. The Pro client does use paging to help decrease the size of the response (to avoid timeout), but the default value being used may still be requesting response sizes that are too large to load before timeout. Please use the page size parameter to load fewer features per request when working with polygon data with detailed geometry. The page size parameter is available on the Add WFS Layer dialog that pops up when adding a WFS layer in ArcGIS Pro 3.5. In prior releases, you could set the page size as a custom request parameter on the WFS Server connection dialog (e.g., PAGESIZE=100).
