不具合
A WMS service with a layer name containing a space is treated as a duplicate layer name and a number is added to its <Name> tag in the GetCapabilities response.

WMS Server assigns a unique name if there is a space in the layer name as documented in https://enterprise.arcgis.com/en/server/latest/publish-services/windows/available-wms-service-properties.htm.対処法
- Do not use spaces in the layer name before publishing.
- Do not use the option 'Use layer names from the Map' in the WMS configuration.
- The <Name> tag then uses the layer ID number.
