The issue is no longer reproducible in ArcGIS Pro 3.5 (Japanese localization) and ArcGIS Enterprise 11.5. If the problem recurs in a future release, please submit a new defect for further investigation.対処法
Access ArcGIS Server Manager, browse to the web tool, and view the parameters. Manually change the message level.
