This is expected behavior. The ArcGIS Online World Route Service (used by the Directions widget in Map Viewer) is a premium service that consume credits with each route calculated. The Directions widget is purposefully hidden with this route service configured to prevent excessive credit consumption by public/anonymous users - this is the case in both ArcGIS Online and Portal for ArcGIS.再現の手順
