It must be acceptable to disable the soft restriction, as it likely does not apply to emergency vehicles. As of ArcGIS Pro 3.5, the issue could not be reproduced by the Esri tester. Hopefully, by version 3.6 or the release that follows, the FGDB and MMPK algorithms will be identical.対処法
Turn off the Through Traffic Prohibited restriction when switching to 'Driving an Emergency Vehicle' from 'Driving an Automobile'.
