参考情報
The client must properly encode the URL when sending requests, with + encoded as %2B. When encoded correctly, the request functions as expected. For example: .../3DTilesServer/Tile_%2B003_%2B003/Tile_%2B003_%2B003.json. Without proper encoding, the IIS web adaptor cannot process the request, and it never reaches the handler.再現の手順
