Known Limit
After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
Not all legend patches are showing up:
That is expected and depends on how the author creates the layout initially. If it was created to grow in size to accommodate all legend patches, it will do that.
In all of the available layouts in the Out of the Blueprint (OOTB) printing service, legend elements are authored to remain the same in size and instructed to shrink font size as much as it can to fit all patches; if there are too many patches to fit, it keeps as many layers as it can and drops the rest of the layers.
OverrideX:
This is a known limit for now and happens when there are color level transparency or when symbols are defined inside features instead of in the drawingInfo element.
This is to be addressed in the next generation of the printing service.
