When a layer file of an annotation feature class created from ArcMap 10.4.x is imported to ArcGIS Explorer, the following error message returns, "Invalid File."

Additional Information

Explorer 3400 only supports ArcGIS Layer files of version 10.2 and earlier.

Workaround

Save the annotation feature class as a layer package instead, or save the annotation feature class as a layer file from ArcGIS 10.3.1 for Desktop or earlier versions.
