A high availability Portal for ArcGIS 10.4.1 environment creates multiple 'db' folders within C:\arcgisportal on the individual Portal machines.

Additional Information

The 'db' folder is backed up and appended with a time stamp during fail back, if the secondary portal machine is coming back from a failure or if it's stopped, and when importing a Portal site. The 'db' folder is created to preserve user data.
