Additional Information

Geoprocessing services cache properties of SDE features to execute quickly. The state of the dataset used as input to the geoprocessing service is cached. To access the new features inside a SDE-FC, clear the cache in the service itself. See: http://desktop.arcgis.com/en/desktop/latest/tools/data-management-toolbox/clear-workspace-cache.htm

Workaround

Periodically restart the geoprocessing service after creating new features in the input feature layer.
