Windows blocks the installation, upgrade, or patching of Server and Enterprise Builder if a GeoEvent Service or GeoEvent Gateway service is running.

Solution de contournement
Stop the GeoEvent Windows service before starting the upgrade of ArcGIS GIS Server 10.5.1. This can be done by running from the command prompt:
sc stop ArcGISGeoEvent
Or browse the services via services.msc and right-click ArcGIS GeoEvent > Stop.
After upgrading ArcGIS GIS Server, start the GeoEvent Service normally.
