This data is deceivingly complex. There are 4200 features all on top of each other. Internally, dashboards (silently) make decisions on how many features to draw.
When the map in the dashboard initially draws, everything 'looks' ok, but in reality, not everything is represented. Applying the filter specified simply showcases that not all things were drawn. Zooming in causes the dashboard to re-evaluate what can/cannot be drawn at the new zoom scale.
This issue is a known limit for us right now. We have plans to address this in the new year.
In the mean time, this problem can often be worked around by applying a refresh interval to the problematic layer. This causes the dashboard to use different rendering logic behind the scenes.
