When using the ArcGIS API for Python, interpolate_points does not overwrite an existing feature layer when the overwrite parameter is set to True.

According to the documentation, the output_name can be a string or feature layer, not an Item. Refer to the documentation for more information. The reason it cannot be an Item is because an Item can be composed of multiple layers. When trying to overwrite the layers, it would not know what layer to overwrite.
