Bogue
When using ArcGIS Experience Builder on a tablet or phone with a custom layout and users viewing the application have applied a filter using the Filter widget, and the window re-sizes, the applied filter is cleared.

When using a custom layout, the page refreshes once the screen size reaches a certain value. Not only the filter, but all other widgets display similar behavior, and this is as designed for custom layouts. Use the Auto layout to achieve the desired behavior.Solution de contournement
Use the default layout for the tablet and phone modes for any filters applied from the Filter widget to not be affected when the window is resized.
