When using a custom a tiling scheme with custom resolutions at various levels of detail, the cached image service stops requesting tiles after level 15 in the map viewer in Portal for ArcGIS and ArcGIS Online.

Portal Map Viewer uses ArcGIS Online Topography map services (with ArcGIS Online Tiling scheme) as a basemap layer. When services are overlaid on this ArcGIS Online basemap the tile requests are based on scale values defined in the ArcGIS Online tiling scheme. The tiling scheme used in this issue is "customized" where the scale values from Level 0 -15 match with the scale values of the ArcGIS Online tiling scheme and the scale values for Level 16 -18 are different. Hence tiles are requested from the overlaid service upto level 15. Using the ArcGIS Online tiling scheme instead of custom tiling scheme will resolve this issue and will allow overlaying the service with a basemap layer in Portal Map Viewer.
