When trying to determine the number of points in Layer A that are within a set distance of points in Layer B by using two separate processes with identical parameters, the results returned are not consistent.

Create an 11 mile buffer around points in Layer B first, then use Select by Location to choose all points in Layer A that intersect the 11 mile buffers.
