Bogue
When the 'Scale symbols when a reference scale is set' setting for a subtype group layer is enabled in ArcGIS Pro, the reference scale is not applied when viewing it in an ArcGIS Runtime SDK for .NET web map.

The issue has been addressed in latest 200.1 release of ArcGIS Maps SDK for .NET. Download the latest version of ArcGIS Maps SDK by logging to the ArcGIS Developers website or reference the SDK through NuGet.Solution de contournement
Edit or publish the layer after enabling the 'Scale symbols when a reference scale is set' setting from the Display tab in ArcGIS Pro before adding it as a subtype group layer.
