When the layout file is exported, the map frames are blank, including those in other layouts within the same project.

• The map frames are visible when you export the layout through the Python window; use this script to do so.

• Use the Print Layout option as if printing on a printer, and on Printer Name and select 'Microsoft Print to PDF'. The layout is exported to PDF successfully.
• Downgrade to ArcGIS Pro 3.3.x
• Try the following workflow:

1. Create a new project in ArcGIS Pro.
2. Copy the map from your original project into the new project.
3. Add a new layout in the new project.
4. Instead of importing the old layout or copying it directly, manually copy all layout components (e.g., text, legends) from the original layout into the new one.
5. Add a new map frame to the layout.
6. Try exporting the layout to PDF.
