This behavior is as designed, but there is an easy workaround. When any data is displayed draped on a surface in 3D views, it is converted from its source format to a texture, which is a special kind of image for use in 3D rendering. These textures are compressed by default with DXT compression, which can result in some artifacts with specific types of content. In ArcGIS Pro 3.5, the ability to turn compression off for draped layers from the Display tab of layer properties was added. In cases where the texture compression results in unwanted artifacts, it can be turned off for the layer. Keep in mind that resource consumption increases by unchecking this option.
