Bogue
When the ArcGIS Enterprise portal is configured with SAML, attempting the Content > New Item > Imagery workflow within the home content folder displays an "Invalid redirect_uri" error.

- Create the imagery layer in a created folder where the folderId does not contain '@'.
- Create the imagery layer in a built-in user's root folder.
