Bogue
When running the Upgrade Geodatabase tool with the NO_UPGRADE option (only check the Perform Pre-Requisite Check check box), the tool attempts to run an upgrade as well.

The tool does not have returned any failure if the error "Cannot upgrade because there are other active connections" had not been encountered, and on the successful run, no upgrade occured. When the tool hits the active connection error, the message is logged to the tool and therefore ultimately causes the "Failed to execute (UpgradeGDB)". But it does not mean an upgrade was attempted, just an error was returned by the tool.Étapes pour reproduire
