When running the Make Raster Layer web tool published from a Python script (arcpy.MakeRasterLayer_management) from ArcGIS Pro to an ArcGIS Enterprise portal, an error occurs and requires an ArcGIS Image Server license, but when published from ArcMap, it runs without issue and no license is required.

This issue is no longer reproducible in ArcGIS Pro 3.5 and ArcGIS Enterprise 11.5. If the behavior occurs again, please submit a new issue for further investigation.

  • Publish the scripts using ArcMap.
  • Authorize the server with an ArcGIS Image Server license.
