When performing a downstream trace on a utility network feature service, the ArcGIS.Core.Network.UtilityNetwork.Trace.DownstreamTracer.Trace() method returns an unordered list of objects.

The utility network tracing tools do not return elements in a specific order. This is by-design. A future enhancement might include topological information as part of the return value, but there is no timeframe for this. Note that the Export Subnetwork geoprocessing tool does return features in order. Depending on the workflow, this might provide the functionality users are looking for.
