Bogue
When opening a Web Map Tile Service (WMTS) content item in Map Viewer, it draws the first layer listed in the capabilities document regardless of the layer selected.

Workaround 1 - Use Map Viewer Classic instead
- On the item details page, choose Open in Map Viewer Classic instead and the correct layer is loaded.
- If this web map is saved using Map Viewer Classic, open the web map item in Map Viewer then the correct layer is retained.
Workaround 2 - Add the WMTS within Map Viewer
- Instead of adding the WMTS as a content item, start in Map Viewer then add the WMTS item directly (Add > Add layer from URL and so forth) then the correct layer is added.
