When Maplex labels are used and set to 'Never Remove', overlapping annotations and graphics remove the label's formatting.

Changing the Annotation Labeling Weights will address the discrepancy. Labeling ribbon > label weight ranking button > show: Annotation and Graphics > change weight to None.
