When installing the Web Application Developer Framework features of ArcGIS Server for the Microsoft .NET Framework 9.3 on an unsupported version of Visual Studio, the installer should display a more descriptive error than the following: "An unhandled exception ('System.IO.IOException') occurred in CodeConverterUtil.exe [3656]".
