Bogue
When exporting a z- and m-enabled shapefile or file geodatabase feature class as a new shapefile with the m-values disabled in ArcGIS Pro, the output shapefile still contains m-values.

For shapefiles, if z-values are enabled, m-values are enabled as a requirement.
