Bogue
When editing features that were published with subtypes, opening pop-ups in a continued edit session only shows the domain drop-down if the edit session was started from a feature that is assigned a subtype with an associated domain.

End the edit session in between clicking the feature pop-ups and then start a new edit session from the newly opened pop-up.
