Bogue
When creating multiple features with attachments in the WGS84 coordinate system, only the attachment from the last written feature is stored.

This issue is addressed in ArcGIS Pro 3.1.Solution de contournement
- Use two calls to the applyEdits operation. One to create the rows with InsertCursor, and one to fetch the rows and add attachments to them.
- Create the rows using Table.CreateRow() and immediately add attachments to those rows (do not create a row cursor).
