Bogue
When creating a Gridded Reference Graphic by defining a point in an area of spatial reference other than WGS84, and publishing to Portal for ArcGIS 10.5.1 as a hosted feature layer, the published web layer still uses WGS84, thereby displayed in the wrong location on the map.

Use a web map that has a basemap of WGS84 as the reference system. The grid graphic using a point is created successfully.Étapes pour reproduire
