When caching at scales larger than 1:100 in ArcGIS Pro, image service caches are not displayed even after specifying the scales explicitly.

Solution de contournement

1. Open the ArcGIS Pro project and zoom to the desired map extent.
2. After zooming in to 1:50, 1:25, and 1:10, click Add current scale to the default zooming level.
3. Zoom to the extent of the data to publish. 
4. Note the x,y coordinates of the top left corner of the map down.
5. Publish the map as a service.
6. In the Caching tab, change the default Origin (x,y) value with the one identified in Step 4.
7. Create cache.
