Bogue
When an inline variable is used in the value of a input parameter of type Composite (such as the "output workspace" parameter on the FC to FC tool) the variable subsequently created in model builder is not always of the right type. This can result in other problems because the model will run even though validation would demonstrate that the models is not ready to run.

This whole problem stems from the fact that when you type "%path%\Test.gdb\Test" into the "Ouput Location" it creates a variable of type composite which is actually pointing to the path of a Feature Dataset (which is the actual bug). Because of this, you will notice that if you close the Feature Class to Feature Class dialog after typing "%path%\Test.gdb\Test" and validate the model, it will go into a "not ready to run state". If you returnto the Feature Class to Feature Class dialog you will also notice that there is an error saying that "the output location does not exist or is not supported". There is a workaround to this problem.During the creation of the model instead of typing "%path%\Test.gdb\Test" into the "Output Location" parameter, create a new varaiable of type "Feature Dataset" and type in "%path%\Test.gdb\Test" for that variables value. Then connect that variable with the Feature Class to Feature Class tool. The model will validate and also run correctly.Étapes pour reproduire
