Bogue
When an ArcGIS Enterprise 10.9.1 organization publishes hosted services, the supporting data copied to the system-managed data store may have been corrupted. When upgrading to ArcGIS Enterprise 11.0, this data causes an unrecoverable failure. Before upgrading to ArcGIS Enterprise 11.0, delete all hosted services and republish them once the upgrade is complete.
