The Enterprise Sites uses the URL's hash to render a human-readable name (and not an item ID). This allows our users to move a site's URL between items.
The URL hashes are ignored by browsers so when users generate a link to "#destination" it strips both the site URL and replaces it with a simple anchor at the root location of Enterprise Sites. Since users don't have a "destination" site, they end up on the admin app.
This is a limitation of how Enterprise Sites balances the easy-to-use URL against the anchor linking functionality. Our eventual plans are to release a domain sub-system/microservice in a future release of Enterprise for users to mount the Enterprise Site on the root of a domain and resolve to the item ID at the root domain but this functionality is likely a few years away (and bundled with broader efforts to bring a microservice-approach to deploying Enterprise itself)
