When a map service that is federated with Portal for ArcGIS is published to ArcGIS for Server, the 'Open in ArcGIS for Desktop' option in Portal for ArcGIS fails with the following error, "{"error":{"code":499,"message":"Token Required","details":[]}}", unless the service is shared with 'Everyone'.
