Bogue
When a GetMap request is sent to an ArcGIS Enterprise 11.4 WMS, the server returns distorted images for specific width and height parameters.

In ArcGIS Server Manager > Select the Map Service > Capabilities > Check WMS > Scroll down to the bottom > check ‘Force map reaspect based on width and height’.
