This is currently marked as known limitation. The reason is due to the small scale and large amount of features being rendered. The Featurelayer API Reference doc states, https://developers.arcgis.com/javascript/latest/api-reference/esri-layers-FeatureLayer.html " - Locations with a very high density of features may not display all available features at small scales. - Very large datasets may require potentially long initial load times, particularly at small scales. Server-side and client-side feature tile caching allow features to load much faster after the initial data download. We are continuously improving our feature fetching strategy and load time efficiency in each release."
