Visibility constraints set on a layer through the Visualization tab or ArcGIS Online Map Viewer are not stored at the REST endpoint.

Changes made to the layer are not stored at the service level with the new Visualization tab and Map Viewer. This is as designed and the layer configuration is stored at the item level. This is because a layer item can have various settings that do not match to a service and having some get pushed to the service while others are not creates a lot of confusion from the user feedback we have received.Solution de contournement
- Open the layer in ArcGIS Online Map Viewer Classic.
- Click Edit > Manage > Click Save Changes.
- Open the layer back in Map Viewer. The visibility constraints work as expected, and if navigating the REST endpoint of the layer, the minimum and maximum scales are defined.
