Validating dirty areas in a utility network reappears after reconciling to the parent version.

- In the default version, validate the dirty area.
- Switch to the child version.
- Go to the Utility Network tab and validate to correct dirty area. This corrects the dirty area.
- Reconcile and post.
- Switching back to the default version where the dirty area is also gone.
