This issue cannot be reproduced when publishing from ArcMap 10.7 to ArcGIS Server 10.7. The test from REST endpoint was successful. Increase the 'The maximum time a client can use a service' (located in the service editor > pooling) in the time out property to be larger than the potential minimum seconds.
