Using the Excel To Table tool in a script tool within an .atbx file in ArcGIS Pro 3.0 returns the error, “tool not licensed” if it includes the cell_range parameter.

The issue does not reproduce in the final release of ArcGIS Pro 3.1. Upgrading to ArcGIS Pro 3.1 is encouraged to prevent any unwanted impact on the work.
