Bogue
Using the Append tool to append annotation features to another target annotation feature class does not get the correct symbol ID specified by the subtype parameter.

The ArcGIS Pro development team has reviewed this issue, and the behavior is as designed. Each annotation class (represented by the annotation class ID) has a default symbol ID but is not limited to only that ID. The symbol ID can be different and use one that is the default from another class or not assigned to a class at all. This is also the behavior in ArcMap. For the given workflow, the desired symbol ID can be updated by using the Calculate Field tool after the Append tool with the selected subtype has been run.Étapes pour reproduire
