Upgrading an SDE schema geodatabase to 10.6 or later as the SDE user fails with a -37 error if the geodatabase contains feature classes with nonversioned archiving.

The ArcGIS (Desktop, Engine, Server) 10.8 SQL Server Enterprise Geodatabase Upgrade Patch is live on the support site. The URL is: https://support.esri.com/en/download/7784.

Add another user to the db_owner role and use that user to upgrade the geodatabase instead. Refer to the ArcMap: Privileges for Geodatabases in SQL Server.
