The example application was is not configured correctly. In this case, there are two filters on the same field and the field is set up so that all must be true by selecting, 'Display features in the layer that match all of the following expressions'. Logically, a single field on a feature cannot be both of the values defined in the filter at the same time, thus no features are returned. To author the filter with two filters on the same field, select, 'Display features in the layer that match any of the following expressions' on the filter dialog in the map viewer.
