Unable to utilize a drive-time area algorithm aside from the ArcGIS Online API when signed in to ArcGIS Online within Business Analyst Desktop.

This is as designed. Note that in Business Analyst Preferences, on the Misc tab, "Prefer online data" is checked by default. When unchecked, it allows to select local or online drive time algorithms from the wizard.Solution de contournement
